DEVENS — In recent weeks, officials and others in the towns of Ayer, Harvard and Shirley, as well as Devens residents, have been talking on and off the record about the notion that MassDevelopment is gearing up to pull out of Devens early.
Earlier, that is, than the 30- to 40-year deadline set by Chapter 498, state legislation that created the post-military entity called Devens after the military base closed. Under 498, the state agency is charged with Devens redevelopment and provides municipal services and governance until a disposition plan is worked out that all parties buy into.
