Creating a sense of community with smart growth

DEVENS — After years of working to redevelop this former Army base with big businesses, state officials are focused on growing Devens’ residential population and using the community as a test ground for new types of housing.
The Massachusetts Development Finance Agency, which oversees Devens, this month moved forward with a project for Grant Road that will nearly double the housing stock of this small community, which has many more workers than residents.
Two developers have been picked to build the 120-home complex of single-family homes, condos and rental apartments. The roughly $30 million project will be phased over about five years. When it’s fully built, it will leave Devens just 22 units shy of its 282-unit housing cap.
