Voters in Shirley, Ayer and Harvard approved three zoning changes meant to help encourage development of housing and stores in Devens Monday night, but a fourth proposed change was rejected when voters Harvard failed to approve it.
In a format dubbed “Super Town Meeting,” voters from the three towns gathered separately but similtaneously Monday to decide the fate of zoning changes proposed by MassDevelopment. Each article required approval from all three towns to take effect.
The enclave known as Devens, once a military base and now a civilian entity, sprawls across some 4,400 acres of land within the historic boundaries of Ayer, Harvard and Shirley.
