Voters rebuff new business zone at Devens – Plan sought to lure biotech firm to site

Voters in the town of Harvard rejected a redevelopment plan for the former Devens military base that state officials said was needed to lure another major biotech company to the Central Massachusetts campus.
The three communities that share Devens property — Ayer, Harvard, and Shirley — held Town Meetings Monday night to consider several redevelopment plans, which also included new housing for senior citizens, health care facilities, and protections of open space.
Zoning changes for Devens require approval by all three towns. Only the measure that would have rezoned a residential area on the western side of Devens to allow for industrial or other commercial uses was rejected and only by voters in Harvard.
